SUBMITTING A PENALTY ABATEMENT REQUEST

IRS Penalties are generally quite difficult to remove because of the punitive intent behind them, and also because a taxpayer is generally considered guilty until proven innocent.  But if you can demonstrate to the IRS that there were reasonable circumstances for having gotten into the debt in the first place, and that you have shown "no neglect" and "due diligence" in trying to pay back the tax, then you may have a good chance at an IRS Penalty Abatement.  Essentially, the IRS wants to see that you have made some effort in trying to resolve the matter, and haven't just been hiding from the Taxman all this time.
